Productivity Engineers Australia supports the Federal Government’s productivity initiatives and infrastructure investments in the 2026–27 Federal Budget which include measures to cut red tape, boost housing construction, support infrastructure delivery and grow sovereign capability.

The 2026–27 Federal Budget includes $12.1 billion for transport and community infrastructure, supporting major road, rail and freight upgrades nationwide. Key investments target productivity, housing connectivity, freight resilience and active transport. Funding includes the Suburban Rail Loop, Bruce Highway, freight rail upgrades and local government infrastructure to support long-term economic growth.

🏗️ Projects

NSW

The Federal Government has scaled back the Inland Rail project following a projected $45 billion cost blowout identified in an independent review. The freight rail network will now terminate at Parkes, NSW, instead of Brisbane. Additional funding will support existing national rail upgrades, while preserving the northern corridor for potential future development.

The Building (Approvals and Practitioners) Bill 2026 (‘the Bill’) will be critical in supporting the Government’s commitment to deliver safe, high-quality homes at the scale and pace required to meet the state’s housing needs while making it quicker and easier to resolve building disputes.

NSW Premier Chris Minns has criticised environmental reviews and community consultation requirements, claiming excessive regulation is delaying infrastructure and housing delivery. The comments have sparked concern across planning and environmental sectors, with critics warning reduced oversight could weaken governance, community protections, and sustainable development outcomes across major construction and infrastructure projects.

QLD

Federal environmental authorities have cleared Brisbane’s 63,000-seat Olympic stadium at Barrambin/Victoria Park, after an application was submitted last year by the Yagara Magandjin Aboriginal Corporation and Save Victoria Park seeking protection of the site from major Olympic development.

Construction of Australia’s first pumped hydro project in 40 years at Kidston, Queensland, has been delayed again, with completion now expected in 2027. Genex Power is also reviewing the associated wind farm due to rising construction costs, remote site complexities and changing renewable energy market conditions impacting project feasibility and delivery timelines.

The Australian and Queensland governments have committed $73.8 million to establish a TAFE Centre of Excellence in Construction Technology, expanding training pathways for Queensland’s construction workforce. The initiative will deliver new facilities at Caloundra and Moreton Bay by 2028, supporting modern, tech-enabled training, apprenticeships and industry-focused skills development for infrastructure delivery.

VIC

The Annie Gas Field Project in the Otway Basin has received state and federal approval, supporting Victoria’s future energy security. Construction and offshore drilling works are expected to commence in 2027, utilising existing gas infrastructure near Port Campbell. The project aims to supply up to 4% of east coast gas demand from 2028 onwards.

The Victorian Government has released designs for the new elevated Seaford Station and removal of the Armstrongs Road and Station Street level crossings. Construction will begin next year, improving safety, reducing congestion and delivering better pedestrian and cycling connections. The project includes new open space and modern accessible station infrastructure, with completion targeted for 2028.

The 2026 Federal Budget has committed $3.8 billion to Victoria’s Suburban Rail Loop East, a 26km underground rail project linking Cheltenham, Box Hill, Clayton and Glen Waverley. Early works and TBM assembly are underway, with tunnelling starting this year and completion expected by 2035, supporting major housing and job growth.

Boral has formed a joint venture with Dexus to develop the 630-hectare Ravenhall Logistics Precinct in west Melbourne, subject to rezoning. The site will be staged into a major warehousing hub with rail and freeway access, supporting ongoing quarry operations while enabling long-term industrial development, logistics capacity and economic growth.

MODEL has appointed Multiplex under an Early Contractor Involvement (ECI) agreement for its first two built-to-rent (BTR) projects in Abbotsford, with a combined development cost of around $330 million.

WA

The Western Australian government is investing AU$48 million to boost housing supply and productivity in the construction sector. The funding package will establish and expand two major housing and infrastructure advanced manufacturing facilities in Neerabup and Kwinana.

Webuild has been recognised in TIME100 Most Influential Companies 2026 for its global leadership in complex infrastructure delivery. Operating in Australia through Webuild, Clough and e2o, it delivers transport, energy and water projects. The company is noted for technically challenging construction, innovation, safety, sustainability and supporting long-term national infrastructure development outcomes.

The 2026–27 Federal Budget delivers over $12 billion for transport infrastructure, including major road, rail and freight upgrades. Key works include Suburban Rail Loop, ARTC freight upgrades, Bruce Highway, Anketell Road and Sydney–Canberra rail planning. Funding targets housing growth, freight efficiency, supply chain resilience and improved connectivity across Australia.

🚀 Innovation, Digital & Futuristic Technology

ProcurePro, a construction procurement AI platform, has raised US$11 million in funding led by QIC Ventures, valuing the company at over US$80 million. 🌱 Sustainability & Environment

Australia's green hydrogen ambitions and efforts to gain a foothold in the global solar and battery supply chains have dialled back, following a series of budget cuts.

Holcim, Paebbl and Goldbeck have completed the first industrial floor slab made using carbon-storing concrete in Germany, incorporating captured CO₂ into cement materials. The 420m² slab for a logistics centre reduced traditional cement use by 15% and demonstrated scalable low-carbon construction technology, supporting faster, more sustainable delivery of industrial building projects.

👷‍♀️ Tradies and Resource

The construction industry is being pushed to the brink as a second wave of price rises stemming from the Middle East war increases the pressure on smaller builders and tradespeople, who were already overrepresented in insolvency statistics before the conflict began.

South Australia is developing new targets to increase women’s participation in construction trades and onsite roles across major government projects. With workforce shortages of up to 20,000 workers, the initiative aims to lift current female participation of 2–4 per cent through project participation plans, apprenticeships and industry consultation for future construction delivery.
